To boost certification pass rates, partners should actively motivate, guide, and inform learners. Certification is required for CPF funding eligibility, and using CPF entails an obligation to complete training and sit for the certification exam.

What's new since May 2026

The anti-fraud law adopted on May 11, 2026 makes sitting for the certification exam a legal obligation for CPF account holders. Trainees who do not show up can now be required to reimburse the public funds that were used for their training.

This is no longer a theoretical risk. Make sure trainees understand this before they start their program.

Important Reminder

Trainees using CPF funds are using public money. According to the CDC’s General Terms and Conditions, failure to complete the training may result in a demand for reimbursement. Be sure to remind trainees of this regularly.

Key Strategies to Improve Certification Completion

1. Set Expectations Early

  • At enrollment, clearly state that certification is mandatory for CPF-funded programs.

  • Remind trainees that not taking the certification may result in a suspension of their CPF account, in accordance with the MCF Terms and Conditions.

2. Have Trainees Sign a Commitment Pledge

  • Ask the trainee to sign a written pledge at the start of training, confirming they commit to taking the certification at the end of their program. This can be included in the training agreement or sent separately by email with a read receipt.

3. Communicate the Value of Certification

  • Career Growth: Opens job opportunities and can lead to promotions or salary increases.

4. Support Trainees Through the Process
