Obligation to take English 360°: what if the trainee doesn't want to take the test?
General rule - certification is the key criterion for making a training program eligible for CPF funds. CPF aims to professionalize skills and must result in their certification.
When a trainee funds their training with the CPF, they are using public funds, which implies the obligation to complete the entire training program and obtain certification of their skills. That obligation is now backed by law.
What changed with the May 11, 2026 anti-fraud law
The law on combating social and fiscal fraud was definitively adopted by Parliament on May 11, 2026. One of its direct measures for vocational training: CPF account holders must now sit for the certification exam at the end of their training program, or face reimbursement of the funds used.
This is a significant shift. Previously, non-attendance was treated as an administrative inconvenience. It is now a formal breach of the commitment made when the CPF application was approved.
Furthermore, the General Terms and Conditions of Use of the CDC (Caisse des Dépôts et Consignations) are explicit: they state that the Caisse des Dépôts et Consignations may request reimbursement of the training costs from the trainee.
Obligations Regarding France Compétences
It is essential for a trainee to be able to validate their skills at the end of a training program funded by the CPF. Each time a CPF application is approved, we are responsible for providing France Compétences with a certification number, whether the certificate has been obtained or not.
Training organizations and certifying bodies, such as English 360°, may be investigated if they fail to meet their obligations to France Compétences.
As a result, audits conducted by the CDC and France Compétences will aim to evaluate our effectiveness as a certifying body in validating the skills of trainees.
In addition, training organizations are also evaluated based on the percentage of trainees enrolled in training and the rate of trainees who have actually obtained their certification.
Cancellation
To cancel an English 360° certificate, the candidate must decline funding for their training through their CPF.
It is also necessary to cancel the test on your dashboard and provide a justification for the cancellation.
